Herbert O’Neil Jr.

 

Herbert O’Neil serves as the Superintendent of Hempstead Independent School District. Since taking the leadership position in May 2022, Mr. O’Neil has been dedicated to elevating the students, staff, and community to Higher Heights.

Under his leadership, Hempstead ISD has not only developed a new five-year strategic plan, Learning & Leading to Higher Heights, launched in 2023, but also witnessed remarkable academic achievements. In just one short year, Hempstead ISD has seen increases in most academic areas, with some cases showing academic gains by double digits. Notably, the College, Career, Military Readiness (CCMR) Indicator has improved by an impressive 200%. These academic gains are a testament to the caring and dedicated teachers in the district who have swiftly adapted and shifted academic programming to ensure significant improvement in student outcomes. Alongside these academic advancements, the district has finalized a long-range facilities plan, laying the groundwork for safe and sustainable facilities now and into the future. Additionally, the creation of the ‘Bobcat Blueprint’ under his guidance marks a significant step towards the transformative journey of Hempstead ISD.

In 2022, Mr. O’Neil launched Hempstead Reads, a community-wide literacy initiative offering a free interactive bilingual early literacy program for children ages 0-3rd Grade in Hempstead, TX. This initiative, along with innovative ways to celebrate students, staff, and community members, has fostered an undeniable sense of Bobcat pride across Hempstead ISD schools and the community. Furthermore, Mr. O’Neil has developed initiatives to provide employees with coaching, mentorship, and professional development through Higher Heights University.

Recognized as a 2023 Superintendent to Watch by the National School Public Relations Association, Mr. O’Neil has been acknowledged for his innovative and effective use of technology in engaging and informing the school community and for expanding two-way communication and outreach efforts. This honor highlights his commitment to leveraging technology in fostering community engagement and enhancing educational experiences in Hempstead ISD.

Continuing to expand new opportunities for students, Hempstead ISD will open an Early College High School in Fall 2024, enabling students to earn an associate’s degree alongside a high school diploma. Mr. O’Neil’s nurturing of district partnerships with Blinn College and Prairie View A&M University has opened diverse educational pathways for students and staff alike. Throughout his career, he has consistently focused on providing opportunities for students and teachers to excel and grow.

Prior to his career in education, Mr. O’Neil attended Prairie View A&M University, where he earned degrees in interdisciplinary studies and educational administration. His career began as an English teacher and coach in Waller ISD, followed by roles as a campus principal, a central office administrator, and as the Assistant Superintendent of School Leadership in Greenville ISD.

Raised by educators, Mr. O’Neil is proud of his roots in teaching and educational leadership. His return to Hempstead ISD feels like coming home, and he remains committed to the success of every student in the district.
